Trump demands Zelensky accept Putin's terms

The U.S. has handed Ukraine a final peace proposal that includes recognizing Crimea as part of Russia and informally acknowledging Russian control over nearly all territories occupied since the invasion in 2022.

The one-page document that the US presented to Ukrainian officials in Paris last week describes this as President Trump's final offer. The White House insists it is prepared to pull out of the talks if the parties do not reach an agreement soon, Axios reported.

Trump's proposal includes significant concessions from President Vladimir Zelensky, who has previously ruled out recognizing Crimea as Russian, as well as recognizing parts of four regions in eastern and southern Ukraine as territories under Russian control.

A source close to the Ukrainian government said Kiev considers the proposal to be extremely biased in favor of Russia.

“The proposal is very clear about what tangible benefits Russia will receive, but only vaguely and generally outlines what Ukraine will get,” the source said.

What Russia gets:

- "De jure" U.S. recognition of Russian control of Crimea. 
- “De facto” recognition of the occupation of almost the entire Luhansk region and occupied parts of the Donetsk, Kherson and Zaporizhzhya regions. 
- A promise that Ukraine will not become a member of NATO (the document states that EU membership is possible). 
- The lifting of sanctions imposed since 2014. 
- Strengthening economic cooperation with the U.S., particularly in the energy and industrial spheres.

What Ukraine gets:

- Security guarantees with the participation of a special group of European and potentially non-European like-minded countries. The document is vague on how exactly this peacekeeping operation would function; U.S. participation is not mentioned. 
- Return of a small part of the Kharkiv region occupied by Russia. 
- Unimpeded navigation of the Dnieper River in areas where it runs along the front line. 
- Compensation and reconstruction aid.

The final proposal mentions U.S. control over the Zaporizhzhya nuclear power plant, which would formally be considered Ukrainian territory, and electricity from it would be supplied to both Ukraine and Russia.

The document mentions a U.S.-Ukrainian mining agreement, which Trump said they plan to sign on Thursday.

The plan was formed after a more than four-hour meeting between Trump's special envoy Steve Whitkoff and Putin, after which the Kremlin leader suggested that the front lines of the potential deal should be frozen.

A U.S. official involved in the talks said U.S. Secretary of State Marco Rubio and Whitkoff worked together to develop a framework that would bring us closer to ending the war.

Kiev is now more interested in discussing a 30-day ceasefire during meetings in London than in endorsing the proposed peace plan.

“Negotiations are ongoing and we hope we are moving in the right direction,” said White House press secretary Caroline Leavitt.
