Russia will not withdraw from occupied territories - Kellogg

US President Donald Trump's special envoy Keith Kellogg has said that Russia will not give up control over the occupied territories of Ukraine.

According to Kellogg, Russia actually controls the entire Luhansk region, but only partially the Donetsk, Zaporizhzhya and Kherson regions, Fox News reported.

“The question arises: what will this situation look like going forward? What are the real territorial gains?”, - emphasized Kellogg.

He emphasized that in any option to resolve the war, it is important to distinguish between de facto and de jure control. The Russian Federation is physically present in the captured territories and has no plans to abandon them, but legally these lands remain part of Ukraine.

“And here we need to distinguish between de facto and de jure. De facto means that they have physically occupied the territory and will not go anywhere from it. But de jure you cannot say that you have completely annexed it. The international community does not recognize this territory as part of Russia. These are the kind of difficult discussions that have yet to take place,” he said.

Kellogg believes that in order to find a political solution, it is necessary to understand the positions of both Ukraine and Russia, and to find a compromise that will at least partially satisfy both sides.

“I think we need to get what can be called a technical specification. What do the Ukrainians want? What do the Russians want? Then it is worth bringing these positions together and finding an option that will probably satisfy both sides. But, of course, neither of them will get everything they want,” he said.
